Yes, walking and running is a mode of transportation. I've seen this photo staged many times for portraits, but capturing the bride and groom in the same position, mid-stride, as they ran across a street made for a compelling photograph.

Inclement weather may not be fun to deal with but it does often make for more interesting photographs. The red car would have stood out from the others even in the sun, but the water droplets on the vehicle add texture and the umbrella's a humorous addition to the scene, particularly since the groom doesn't get to share in its protection.
